프랑스-러시아동맹 연구: 러일전쟁에서 프랑스는 왜 러시아를 지원하지 않았나?

본 연구는 1891~2 기간에 결성된 프랑스-러시아동맹에 관한 연구이다. 그 가운데 ‘러일전쟁에서 프랑스가 동맹국 러시아에 대한 지원에 냉담했던 이유는 무엇인가?’라는 의문에 초점을 두고 있다. 이에 대한 설명을 위해 본 연구는 먼저 양국 간 동맹관계 배경과 특징적 측면을 확인한다. 이를 바탕으로 다음과 같이 세 가지 요인을 위 의문에 대한 답으로 제시한다. 첫째, 전쟁 결과에 관계없이 러일전쟁 발발 자체가 프랑스에게는 바람직하지 않는 상황이었다. 러시아가 패배할 경우에는 말할 것도 없이 프랑스-러시아동맹도 위상 하락으로 유용성을 상실할 것이 명백했다. 러시아가 승리할 경우 러시아는 외교 및 안보 정책 중심을 유럽에서 극동으로 이전할 것으로 예상되었다. 이렇게 되면 유럽에서 독일에 공동 대응한다는 목표로 맺은 프랑스-러시아동맹은 존재 가치를 상실할 것이다. 따라서 프랑스 입장에서는 러일전쟁에서 러시아를 간접적으로도 지원할 이유가 없었다. 둘째, 러일전쟁 발발 직후 체결한 ‘영불협상’으로 프랑스는 러시아에 대한 전쟁지원을 하기어려워졌다. 1902년부터 영국과 프랑스는 유럽에서 독일을 공동 견제하기 위한 공동전선을 모색했다. 그렇지만 당시 임박했던 러일전쟁이 중요한 촉매제 역할을 하였다. 왜냐하면 오랜역사적 숙적관계를 청산하려는 대전환점을 목전에 두고 영국과 프랑스가 러일전쟁으로 전쟁에 휩싸이는 상황을 예방하는 것이 필요했기 때문이다. 각기 러시아와 일본과 동맹관계에 있던 프랑스와 영국이‘영불협상’(1904)을 맺은 것은 두 나라가 러일전쟁에 참전하지 않도록 묵시적인 합의를 한 셈이었다. 셋째, 러시아 내에서 프랑스-러시아동맹을 이끌어온 것은 비테 재무상-람스도르프 외상 라인이었다. 그러나 니콜라이 2세 즉위 이후 러시아 정치권에서 극심한 권력투쟁이 발생하고 이그룹이 힘을 잃었다. 대신 프랑스보다는 독일을 중시하는 그룹이 러시아 정치에서 영향력을확대하였다. 러일전쟁 자체도 러시아에서 친독파 세력이 강경노선을 고집함으로써 발생한 전쟁이었다. 이러한 러시아 국내 정치 변화에 따라 프랑스는 러일전쟁에서 러시아를 비공식 차원에서도 지원할 이유를 상실하였다.
Abstract
This is a study on the Franco-Russian alliance concluded in 1891~2. The main focus is placed on the question why France did not support Russia in the Russo-Japanese war(1904~5). This article first highlights some key features of the the alliance relationship. Then it provides the answer for the question in three categories as follows. First, France found the Russo-Japanese war was bound to weaken its alliance with Russia regardless of result of the war, hence no incentive for France to support Russia. In case Russia should win, it would move its expansion drive over to East Asia away from Europen theater. It will have little serucity interest in coping with the threat from Germany. In case Russia should get defeated, Russia would lose prestige and power and become unfit for an ally for France. Second, the Anglo-French Entente Cordiale(1904), concluded primarily with a view to coping with Germany in Europe, functioned as an mutual understanding between the two countries not to get involved in the Russo-Japanese war. With the Entente Cordiale, France replaced Russia with Britain in Europe as the parner to cope with Germany and was left with no reason to provide support to Russia in the war. Third, there occurred severe power struggle in domestic politics in Russia after the ascent of Czar Nicholas II. The Witte-Lamsdorf group, who were strong proponents of the alliance with France, gradually lost power to those preferring Germany over France as cooperation partner in Europe. It was the latter group who risked the war with Japan over Manchuria and the Korean peninsular. This situation naturally prevented France from providing meaningful support to Russia in the war.
