Abstract
The purpose of this essay is to trace the origin of Hans Morgenthau’s concept of national interest which constitutes the integral part of his IR Theory. He starts building the concept by citing the Corinthians’ view of interest from Thucydides’ History of the Peloponnesian War. The passage in question is section 124.1 of Book One where the Corinthians argued that ‘identity of interest’ is the key to collective action toward Athens, the imperial ruler of Greece. Morgenthau argued that the goal of states was the pursuit of ‘national interest defined in terms of power,’ and the key to it was ‘the identity of interest.’ We noticed that Morgenthau adopted the meaning of interest not from the powerful and imperialistic Athenians, but from the raged Corinthians. We argue that Morgenthau had two main reasons why he selected such a course: First, Morgenthau viewed international politics as ‘an interplay of power and interest,’ rejecting Thucydides’ view of an ‘interplay of justice and interest’ in Athens-Sparta conflict; and second, he rejected the Athenian view of interest shown in ‘Athenian thesis’ and instead accepted the Corinthian view of interest (‘Spartan thesis’) as a more adequate concept in establishing his view of the political among nations. In this way, Morgenthau rejected some of Thucydides' theory of international politics and established his own theory of international politics that equated power and interest.
