Abstract

From Mao to Xi, China’s diplomacy has transformed into more proactive nature. Such change triggered the US-China trade war with a fierce rivalry that can be defined as new cold war, leading to change in the nature and form of diplomatic practice of the two nations followed by tensions in international system and market. Network-based international political theory with emphasis on the notion of centrality – a positional value that provides hierarchical superiority and benefits in various form – has been considered as an important tool of analysis for such condition. Centrality is a value created by asymetrically connected relations toward an actor, therefore effected by contexts within each relation. Centrality is thus a dual-value concept that can provide either benefit or source of concern to the hub depending on distribution of relation that includes relational context. This idea leads us into exploring an analytic value of relational context that inlucdes an application of the concept to the case of China’s Wolf Warrior Diplomacy(戰狼外交). Wolf Warrior Diplomacy is a diplomatic style employed by China to overcome ontological security crisis by restoring its position in the global society as ‘central state (中國)’. However its offensive and aggressive character can be understood as denial of other states’ status and thus can cause ontological security dilemma between China and others that can lead to anti-Chinese diplomacy. Recent movement by China to alleviate its aggressiveness may be a result of understanding such issues. However this trial may not be easily accomplished as the root of Wolf Warrior Diplomacy is located in domestic politics.
