윤석열 정부는 기존 지방대학 지원 정책의 한계를 보완하고 정책의 패러다임을 지방자치단체로 전격 전환하여 지역 발전과 대학의 경쟁력 강화를 도모하고자 지역혁신중심 대학지원체계(RISE)와 글로컬대학 30을 통한 대학구조개혁을 시도 하였다. 본 연구에서는 그동안 추진된 라이즈와 글로컬대학 30의 현황을 살펴보고 주요 성과와 쟁점을 진단한 후 그 결과에 기초하여 지방대학 교육경쟁력 강화를 제고할 수 있는 법령 및 제도 개선 방안을 제안한다. 라이즈와 글로컬대학 30 모두 중앙정부가 주도하던 대학 재정지원 방식을 탈피하여 지역(대학-지역-산업) 중심의 자율적 사업 설계와 맞춤형 집중 지원을 강조하고 지역의 지속 가능한 성장과 인재 순환 구조를 구축하는 것을 주요 목표로 한다. 또한 고등·평생교육 기능을 포함한 대학 재정지원 구조를 지역 주도로 지역발전과 연계하여 지역소재 대학에 투자할 수 있도록 유도·전환하는 새로운 정책 패러다임으로 사업비 확보와 배분 측면에서 지자체의 역할이 크게 확대되었다. 따라서 라이즈와 글로컬대학 30사업이 지역에 안착하여 연결되어 통합적으로 운영되기 위해서는 권한의 위임·이양을 통해 지자체의 권한이 늘어날수록 정책혁신 등 효율성 확보뿐만 아니라 이에 상응하는 대학정책에의 책임성 확보도 중요하다. 기본적으로 중앙과 지방의 협력적 거버넌스 구축과 재정운용의 자율성 확대 및 성과에 대한 자기책임 명확화와 지방자치단체 수준에서의 역량과 협력체계가 구축되어야 하며, 이를 위하여 법령 및 제도 개선 방안으로 안정적인 고등교육 재정지원 및 연속적 정책 지원체계 구축, 지자체 중심의 대학 지원 강화, 대학의 안정적 운영을 위한 규제 혁신, 적극적 대학구조 개선 지원, 예산 운용의 통합·자율성 강화 및 체계적 성과 관리를 제안한다.
Abstract
The Yoon Suk Yeol government attempted to reform the university structure through the Regional Innovation System & Education(RISE) and Glocal University 30 to supplement the limitations of existing local university support policies and shift the policy paradigm to local governments. This study examines the current status of Rise and Glocal University 30, diagnoses major achievements and issues, and proposes laws and systems to improve local university education competitiveness based on the results. Both Rise and Glocal University 30 aim to break away from the central government-led university financial support method to emphasize regional(university-region-industry)-oriented autonomous project design and intensive support, and to build a sustainable growth and talent rotation structure in the region. In addition, the role of local governments has been greatly expanded in securing and allocating project budgets with a new policy paradigm that induces and transforms the financial support structure of universities, including higher and lifelong education functions, into regional development. For the Rise and Glocal University 30 project to settle and be connected in the region and operate in an integrated manner, it is important not only to secure efficiency such as policy innovation but also to secure accountability for corresponding university policies as local governments increase their authority through transfer and delegation of authority. Basically, the establishment of cooperative governance between central and local governments, expansion of fiscal management autonomy, clarification of self-responsibility for performance, and establishment of capabilities and cooperation systems at the local government level are important. To this end, this study proposes stable higher education financial support and continuous policy support system, strengthening local government's support for universities, regulatory innovation for stable operation of universities, active support for university structure improvement, integration and autonomy of budget management, and systematic performance management.
