지방소멸을 막고 지방대 시대와 지방 시대를 열기 위한 글로컬 대학과 라이즈 사업은 중요한 정책이다. 이 논문은 역사적 제도주의 관점에서 연구중심대학과 지역혁신체제를 지향하는 두 사업의 정책적 의의와 한계를 분석한다. 첫째, 이 논문은 글로컬 대학과 라이즈 사업의 중요성과 이를 분석하기 위해 역사적 제도주의라는 분석틀을 제시한다. 둘째, 글로컬 대학과 라이즈 사업의 사례적 배경을 살펴본다. 셋째, 글로컬 대학과 라이즈 사업의 개요와 의의를 살펴본다. 이 두 사업이 기존의 대학구조개혁 정책와 어떤 차별점이 있는지를 분석한다. 넷째, 글로컬 대학과 라이즈 사업의 주요 쟁점을 살펴본다. 이 두 사업은 지난 20여년 간 역대 정부의 대학지원정책과 비교해 보았을 때 예산 규모가 가장 크고 야심도 방대하기에 많은 기대를 낳은 동시에 학계와 시민사회의 공론화 과정을 거치지 않았기에 많은 쟁점을 낳았다. 다섯째, 역사적 제도주의 관점에서 글로컬 대학과 라이즈 사업이 어떤 한계를 지니고 있는지를 분석한다. 끝으로 이 논문은 한국 대학의 구조개혁과 새로운 경로 창조를 위해 마스터 플랜 수립의 필요성을 강조한다.
Abstract
The Glocal University and RISE (Regional Innovation System and Education) projects, aimed at preventing regional extinction and ushering in the era of regional universities and regional development, are important policies. This paper analyzes the policy significance and limitations of these two projects, which focus on research-centered universities and regional innovation systems, from a historical institutionalist perspective. First, the paper highlights the importance of the Glocal University and RISE projects and presents the framework of historical institutionalism as a tool for analysis. Second, it examines the case-based background of the Glocal University and RISE projects. Third, it outlines and analyzes the significance of the Glocal University and RISE projects, particularly focusing on how they differ from previous university structural reform policies. Fourth, it addresses the key issues surrounding the Glocal University and RISE projects. While these two projects have garnered high expectations due to their large budget scale and ambition, compared to past university support policies over the last 20 years, they have also sparked many controversies as they did not undergo a sufficient public discourse process with academia and civil society. Fifth, from a historical institutionalist perspective, the paper analyzes the limitations of the Glocal University and RISE projects. Finally, the paper emphasizes the need to establish a master plan for the structural reform of Korean universities and the creation of a new path forward.
