Abstract
The AI digital textbook policy is a large-scale educational initiative that entails substantial public investment and exerts long-term impacts on key educational stakeholders such as teachers, students, and parents. Therefore, throughout its implementation process, it was essential to ensure communicative consensus and democratic procedural legitimacy. This study analyzes the policy process of AI digital textbooks through the lens of Jürgen Habermas’s theory of communicative action and rationality. The analysis yielded the following key findings. First, core functions such as AI courseware and AI tutors were not derived from academic discourse or the needs of teachers, students, and parents. Rather, they appear to have originated from AI courseware previously distributed by textbook publishers in the private education market. Second, publishers and developers initially expressed reluctance to participate due to an overly compressed two-year development timeline. However, with the introduction of a projected 1 trillion KRW annual competitive subscription-based pricing system, participation was likely driven by profit incentives. Third, to establish a sustainable subscription market, it was necessary for the AI digital textbook to possess legal status as a mandatory national textbook. Presidential Decree No. 33829, which granted this status, was in conflict with the legal principles of statutory reservation and legislative authority. Following the initial rollout in 2025, the AI digital textbook encountered numerous issues such as access failures and frequent system errors. Accordingly, in August 2025, a bill amending the Elementary and Secondary Education Act—to change the textbook’s legal status from a mandatory textbook to an optional educational resource—was passed in a plenary session of the National Assembly. As this shift threatened the anticipated profits of publishers and developers, legal disputes were initiated, escalating tensions between the industry and the government. Given the high likelihood of conflicting expectations and concerns among stakeholders in policies driven by cutting-edge technologies like AI, ensuring transparency and deliberative legitimacy is paramount. Based on these findings, this study proposes policy recommendations including the introduction of evidence-based edtech evaluation frameworks, field implementation through co-design with teachers and students, government support systems that respect school-level autonomy, inclusive education grounded in Universal Design for Learning (UDL), and a shift from AI- led to AI-supported educational practices.
