Abstract

This study analyzes France’s university federation and integration policies to examine institutional features of regional higher education cooperation, central–local authority distribution, funding structures, and performance management systems. The Regroupement universitaire policy originated in the early 1990s as a central government–led integration experiment aimed at fostering comprehensive research universities. Since 2013, legislation has formalized regional cooperation, and in 2018 the policy evolved into a more flexible integration framework. Designed to balance central coordination with university autonomy, it seeks to achieve economies of scale, strengthen cooperation, and improve educational and research quality as well as regional contributions. The French government combines legal obligations with financial incentives, encouraging universities to establish collaborative governance and strategic projects. Differential funding complements ordinary operating budgets: large-scale resources concentrate on research universities, while regional projects are supported primarily through small- and medium-scale technology transfer initiatives. This dual approach both enhances investment efficiency and raises challenges of resource polarization among institutions. These policy evolutions have facilitated the emergence of diverse forms of university federations and integration within French higher education. They illustrate how the state maintains leadership in planning and coordination while granting local institutions increasing autonomy. France’s experience—legal frameworks for university–municipality cooperation, performance-based funding, and flexible institutional design—demonstrates an effort to reconcile central oversight with regional initiative. The purpose of this article is to highlight the academic value of France’s governance and funding arrangements for public universities and to trace their outcomes to date. By analyzing the tensions between efficiency, equity, autonomy, and accountability, the study provides insights into the broader challenges of restructuring higher education in contexts facing demographic decline and regional disparities.
