Abstract
The 2023 tragic death of a teacher at Seoi Elementary School in Seoul triggered nationwide teacher protests, highlighting structural problems of teacher rights violations and educational workplace conditions. This study analyzes the background, strategic choices, and outcomes of the teacher protests through political opportunity structure theory and depoliticization theory. Within a restrictive political opportunity structure where teachers face legal constraints on political activities and existing teacher organizations lack representativeness, teachers adopted a depoliticization strategy emphasizing anonymity ("Black Dots") and purity. While this strategy contributed to securing social legitimacy and expanding the protests, it simultaneously produced contradictory results by suppressing political discourse and constraining the formation of radical agendas. Protest participants displayed contradictory strategies, ostensibly advocating depoliticization while pursuing essentially political institutional reforms such as amendments to the Child Welfare Act. The study finds that teacher protests achieved political outcomes including the enactment of five teacher rights protection laws, growth of the Korean Federation of Teachers' Associations, and election of teacher-origin lawmakers. However, the exclusive characteristics of the purity frame reduced possibilities for solidarity with other groups. This research reveals the depoliticization tendency in Korean protest culture and its structural limitations, suggesting that future teacher movements should move beyond path dependency on purity discourse and strengthen substantial political participation and institutional negotiation capabilities.
