이 연구는 중부유럽의 동ㆍ남동부 및 동부유럽, 구소련지역에서의 계승어로서의 독일어에 대한 논의이다. 오늘날 이 지역에 독일인이라는 자의식을 갖고 사는 인구는 150만 명가량으로 추정되는데, 그 정체성의 핵심에는 이들의 계승어인 독일어가 있다. 이 연구에서는 다음과 같은 사항을 중심으로 계승어로서의 독일어에 관한 독일 언어정책의 특성을 조명함으로써 현대사회에서 계승어 보전이 갖는 의미를 고찰하고 있다. 첫째, 언어적 소수민을 대상으로 하는 언어정책들의 근간이 되는 국제적 협약들이 현지에서 적용될 때 나타나는 몇 가지 현실적인 문제점들을 조명한다. 둘째, 해당 지역 독일소수민의 현황을 역사적 배경을 중심으로 개관하고 지역 간 공통점과 지역별 특수성을 논의한다. 셋째, 이 지역에서 주무부서 및 지원부서의 언어정책을 실현하는 구체적인 프로그램들의 시행사례를 통해 독일소수민 언어정책의 특성을 평가하고, 끝으로 계승어로서의 한국어 언어정책에 주는 시사점 몇 가지를 논의한다.
Abstract
The population living in the former Eastern Bloc and the former Soviet Union areas with a sense of identity as Germans is estimated to be about 1.5 million now. At the heart of the identity as Germans should be German, their heritage language. In this paper, the linguistic policies of Germany for the preservation of the heritage language are surveyed centering on the following matters. First, several practical issues that appear when international conventions for linguistic minorities are applied locally are discussed. Second, the present situation of the German minorities in these areas is surveyed with a focus on the historical background. Third, the characteristics of German minority language policies are assessed through the cases of implementation of specific programs that implement the language policies in these areas. Finally, several implications on language policies for Korean as a heritage language are discussed.
