Abstract
The intensifying concentration in the Seoul metropolitan area and the weakening population and industrial base in non-capital regions have emerged as structural challenges that threaten the sustainability of national growth, going beyond mere regional disparities. Although the government has pursued balanced development through tax incentives and the establishment of innovation cities, such approaches have remained short-term inducements and have shown limitations in strengthening the self-sustaining growth capacity of local areas. Therefore, future regional economic policies should shift from tax-based attraction strategies toward enhancing endogenous growth by fostering industrial ecosystems and securing human capital in local regions. This requires the development of region-specific industries, stronger linkages with local universities as innovation drivers, and the improvement of settlement environments—including education, healthcare, housing, and cultural infrastructure—to a level comparable to that of the capital region. Only through these cumulative efforts can population and businesses be drawn to the provinces, forming a virtuous cycle of autonomous regional growth. Moreover, strengthening fiscal decentralization is necessary to enhance the effectiveness of local autonomy, allowing local governments to design and implement policies tailored to regional characteristics with greater authority. Measures such as expanding local income and local consumption taxes, introducing a “Regional Balanced Development Tax” (tentative), and establishing performance-based tax incentive management systems will reinforce local fiscal capacity and ensure long-term fiscal sustainability. Ultimately, balanced national development cannot be achieved merely by relocating functions from the Seoul metropolitan area; instead, it requires a comprehensive strategy that integrates industry, education, and settlement conditions so that local regions can function as “mini-Seoul” economic hubs. Local tax reform and fiscal reinforcement thus constitute the institutional foundation supporting such transformation and are essential to realizing the goals of regional economic revitalization and national balanced development.
