Abstract
This paper focuses on the concept of ‘Solidarity Cities’ as an alternative response to the economic, political, and social crises facing European integration. By examining how inter-city networks and citizen participation contribute to the restoration of supranational identity and the strengthening of the EU’s democratic legitimacy, this study evaluates the potential of a city-based integration model through cases such as Barcelona. The traditional state-centered model of integration has proven ineffective in addressing complex challenges such as the Eurozone crisis, immigration conflicts, and the rise of populism. In this context, Solidarity Cities are emerging as a new model of integration that enables flexible and pragmatic responses at the urban level. The study explores the potential of initiatives like D-CENT, a digital platform that promotes direct citizen participation, as well as the role of the social economy and public-private partnerships in mitigating regional inequalities and social exclusion. Solidarity Cities allow citizens to experience European identity in their daily lives and function as spaces of ‘community-level integration’ that supplement the limitations of national-level approaches. This model also offers implications for Korean society, suggesting that local governments and citizen-led participation may serve as viable alternatives for multicultural policy and social integration. Through this analysis, the paper confirms that Solidarity Cities represent a practical model in which cities can become key actors in the restoration of transnational solidarity and democracy.
