Abstract
This study examines the current landscape of Korean-language teaching materials in Japan in light of the increase in both the number and diversity of learners. Despite a broadening of learner demographics, including young enthusiasts, professionals, and heritage speakers, available materials remain predominantly beginner-oriented. Few instructional resources are available for intermediate and advanced learners, and digital and learner-tailored materials remain underdeveloped. In contrast, South Korea has established a comprehensive government-led system for textbook development through institutions such as the National Institute of Korean Language. These materials are structured, purpose-specific, and digitally integrated, contributing to the consistency and quality of Korean-language education, both domestically and abroad. This study identifies four key imperatives for Japan: the expansion of advanced-level resources, accommodation of diverse learner profiles, digital integration, and the establishment of a standardized framework including teacher support. These findings underscore the need for policy-level guidelines to enhance the coherence, accessibility, and pedagogical effectiveness of future textbook development.
