본 연구는 지방자치단체의 노인복지예산 규모에 영향을 미치는 재정 및 정치 요인을 실증적으로 분석하였다. 분석 대상은 전국 226개 기초지자체이며, 2020년부터 2023년까지의 패널 데이터를 활용하였다. 종속변수로는 노인 1인당 노인복지예산과 총세출 대비 노인복지예산 비중을 사용하였다. 기술통계 및 상관분석, 패널회귀분석을 진행하였으며 분석 결과, 재정자주도와 자체 사업 비중은 노인복지예산에 부적 상관관계를, 노인 인구 비율과 공무원 수는 정적 상관관계를 보이는 것으로 나타났다. 정치 요인은 일부 유의한 결과에도 불구하고 제한적인 관련성을 보였으며, 이는 노인복지예산 결정에 있어 재정·인구·행정 역량 등의 구조적 요인이 정치 요인보다 더 큰 관련성을 갖는다는 것을 시사한다. 이러한 결과를 바탕으로 본 연구는 재정 여건에 따른 지역 간 노인복지 지출 격차를 완화하고, 지역 특성을 반영한 복지 형평성을 제고하기 위한 정책적 함의를 도출하였다.
Abstract
This study empirically analyzes fiscal and political factors affecting the scale of elderly welfare budgets in local governments. The analysis covers 226 basic local governments nationwide, utilizing panel data from 2020 to 2023. The dependent variables used are elderly welfare budget per elderly person and the proportion of elderly welfare budget to total expenditure. Through descriptive statistics, correlation analysis, and panel regression analysis, the results show that fiscal autonomy and the proportion of self-initiated projects have negative correlations with elderly welfare budgets, while the elderly population ratio and the number of public officials show positive correlations. Political factors demonstrated limited associations despite some significant results, suggesting that structural factors such as fiscal, demographic, and administrative capacity have greater relevance than political factors in determining elderly welfare budgets. Based on these findings, this study derives policy implications for mitigating regional disparities in elderly welfare expenditure according to fiscal conditions and enhancing welfare equity that reflects regional characteristics.
