Abstract
The purpose of this study is to analyze the income assessment structure of the public student aid scheme, with a focus on the national scholarship, and to propose alternative models that ensure theoretical validity and fairness. Under the current system, eligibility for support is determined by comparing the recognized income calculated as the sum of income and assets with a set of threshold. However, the income conversion rate for assets and the criteria for setting the threshold lack a clear theoretical basis, and the model does not sufficiently account for differences in household size. To address these limitations, this study presents two alternative models: (1) an equalization model which unifies the income conversion rate for assets at 3% per year based on the return on capital and applies the median recognized income by household size as the threshold, and (2) a budget-neutral model which adjusts the total support amount to remain at the current level. Using income and asset data from national scholarship 32 thousand applicants in 2017, the analysis shows that the equalization model reduces household-size-related disparities in income assessment and increases the number of beneficiaries by approximately 60,000. But it requires an additional 360 billion KRW in funding. The budget-neutral model, while maintaining the total support amount, improves benefit rates for households with five or more members, thereby achieving a degree of fairness. These findings suggest that enhancing the fairness and acceptability of student aid requires establishing a stronger theoretical foundation for the income assessment structure and improving how household size is reflected. Furthermore, the proposed models may be applicable not only to student aid scheme but also to other welfare schemes.
