노인인구구조변화에 따른 노인복지예산의 대응성 분석:대전시 5개 기초자치단체를 중심으로

노인인구구조의 변화에 따른 복지수요는 지방정부에서 직접 행정서비스를 제공한다는 차원에서 접근한다면 중요한 환경변수가 될 수 있다. 이런 차원에서 노인인구구조의 변화에 따른 지방정부의 고령화 사회 인지적 노인복지예산을 살펴보기 위한 대응성에 관한 논의와 이를 위한 분석을 해보고자 하는 것이 본 연구의 목적이다. 이를 위해 인구구조를 기반으로 한 연구와 지방정부예산에 관한 선행연구를 체계적으로 검토하였다. 이에 근거 하여 노인인구구조 변화와 지방정부의 고령화 사회 인지적 노인복지예산에 관한 논의를 전개하였다. 이러한 논의를 바탕으로 고령화 사회에 따른 노인복지예산의 인지적 대응성을 대전광역시 5개 기초자치단체를 대상으로 분석하였다. 그리고 노인복지예산의 사업별 성격으로 분류된 기준을 사업의 구성 유무, 세부사업의 유무, 자체예산 배정 유무 등으로 분석하였다. 이에 따라, 노인인구구조변화에 따른 대응성 분석으로 일반적 요인, 특수 요인, 경제적 요인, 심리(정서)적 요인으로 분석결과를 제시하였다.
Abstract
Under the premise that direct administrative services are provided by local governments, the welfare needs followed by the change of population aging may be one of the most important variable. With the premise, this study is to try and analyze the local governments' responsiveness of welfare budget for the elderly according to the change of ageing demographic. To achieve this, the study based on the demographic structure and the precedent study on local governments' budget are researched: For exploring how seriously local governments recognize the change of demographic structure of the elderly and how their budgets complied to the issue, five local governments of Daejeon City are analyzed by general, special, economical and psychological factors measuring index of welfare demands by characteristics of the elderly, and the elderly welfare budget is analyzed by planing projects, developing them and its budget allocations. In the end, it is led to analysis on the local governments' responsiveness of welfare budget for elderly according to the change of the aging population structure
