Abstract
In Meiji Era, Japanese became to expand overseas. They paid attention to Ulleungdo which was rich in natural resources. Especially, the Ministry of Japanese Navy, Enomoto Takeaki started a logging business at Ulleungdo with the Ohkura financial combine. He used a warship putting up an ensign to transport laborers to the island. These fact meant that Japanese government and the private sector worked hand in hand to invade to Ulleungdo which was almost vacant. Enomoto might aim to establish Japanese right to possess the island by practical use of it. Japanese Navy’s invasion triggered massive trespass of people at Yamaguchi prefecture to the island. Their number was approximately 400. They logged zelkova trees and transported them to Japan. Once, they put a landmark naming the island as 'Matsushima, the Great Japanese Empire'. In 1882, the Choseon government found Japanese invasion. The government protested to Japanese government about it and conducted an on-the-spot investigation to clarify the actual situation of Japanese invasion and possibility of reclaiming land. An inspector of Ulleungdo, Lee Gyu-won investigated residents and found 6-7 Japanese lived in poor houses. He communicated in writing with them. Their conversation was recorded at Inspection dairy at Ulleungdo and Gyechobon in Korea. Its content was more or less consistent with Japanese record Utsuryoto Ikkenroku. The Choseon government changed a policy leaving the island vacant to reclaim land. The government sent 54 people to the island for reclaiming land. They sometimes suffered from hunger and asked a favor of Japanese to give some food. Rewarding Japanese favor, Korean permitted Japanese logging at the island. Accepting the protest by Korean government, Dajokan issued a proclamation to prohibit to go to Ulleungdo at March 1883 in Japan. Next, Dajokan forcibly took all Japanese remained at the island half a year later. They were indicted. However, they were found innocent. As a result, Japanese invasion to Ulleungdo was not guilty by Japanese law.
