Abstract

In the 19th century, the perception and situation of Ulleungdo Island will change a lot when it reaches the 19th century. Koreans who experienced the Japanese Invasion of Korea in 1592, and the Jeongmyo Horan, turn to crops or products that can be commodities rather than engaging in existing agriculture. This has led people to focus on fishing or logging, which can make economic profits with less labor. In this situation, Ulleungdo Island was the island that attracted attention from fishermen on the southern and eastern coasts. This situation was not only for Koreans but also for Japanese fishermen. By the end of the 19th century, even Britain and Russia were interested in Ulleungdo Island. The Joseon government first confiscated their collections for Koreans who infiltrated Ulleungdo Island, and instead punished the flood control officers who did not stop them and assisted them by stealing the body. As for foreigners, Japanese were asked to evict Japanese who lived illegally, and they were urged to hold a trial and punish them. Britain and Russia received forest logging rights for Ulleungdo Island from the Joseon government and began logging for Ulleungdo Island. However, in the case of Michelle in the UK, it became a problem by smuggling Ulleungdo timber to Japan. As such, many Koreans and foreigners are mixed in Ulleungdo Island after the age of 19. Under these circumstances, the government no longer managed Ulleungdo Island in the Sutoje system, but moved people to manage it as a substantial territory, and as a result, in 1900, it was officially included in the administrative district of Joseon by having a county governor on Ulleungdo Island through Gazette 41.
