본 연구는 미국이 베트남 전쟁 시기 주일 미군기지를 기반으로 오키나와를 전진기지로 활용하는 과정에서 미군이 주민들을 대상으로 전개했던 대민활동(Civic Action)과 심리작전(Psychological Operation)을 분석했다. 오키나와가 미국의 동아시아 안보 정책 수행의 중심지가 되는 데에는 미일 관계와 국가 간 협정이 기제가 되었다. 하지만, 협정은 미군의 안정적인 주둔을 보장하지 못했다. 오키나와 주둔과 동아시아 안보 위기 연루에 대한 오키나와 사회의 비판이 계속되어 왔기 때문이다. 특히 1960년 ‘미일 상호 협력 및 안전보장조약’ 체결과 베트남 전쟁에 오키나와가 전진기지가 되면서 그 비판은 거세어졌다. 이에 미국은 베트남 전쟁 수행에 오키나와를 안정적으로 활용할 수 있도록 대민활동과 심리작전을 전개했다. 대민활동과 심리작전은 주민을 대상으로 미국의 대외정책 속에서 오키나와의 역할을 강조하고, 안보 분담의 당위성을 유포하는 활동이었다. 대민활동은 생활 단위에서 미군이 직접 주민과 접촉하며 전개되며, 심리작전은 공보물을 매개로 시행되었다. 미군의 대민활동과 심리작전은 미군이 오키나와를 동아시아 안보 위기 대응의 전진기지로서 안정적으로 활용하기 위한 방안이었다. 미군은 오키나와 주민의 생활과 인식을 동원하며 오키나와를 활용한 베트남 전쟁을 수행하고자 했던 것이다.
Abstract
This study examines how the United States employed civic action and psychological operations in Okinawa during the Vietnam War to secure its stable use as a forward base. While U.S.–Japan relations and bilateral agreements, including the 1960 U.S.–Japan Security Treaty, institutionalized the American military presence, they could not by themselves guarantee stability. Persistent criticism from Okinawan society over the island’s role in East Asian security crises intensified as the Vietnam War escalated and Okinawa assumed greater strategic importance. In response, the U.S. military implemented civic action programs that directly engaged residents in everyday settings, alongside psychological operations that sought to shape public perceptions through information materials. These initiatives emphasized Okinawa’s role in U.S. foreign policy and promoted the legitimacy of security burden-sharing. By mobilizing both the daily lives and the perceptions of Okinawan residents, the U.S. aimed to ensure Okinawa’s reliable role as a forward base for the conduct of the Vietnam War and for East Asian security burden-sharing. This analysis highlights how the U.S. military combined local engagement and perception management to address societal criticism and sustain its strategic use of Okinawa during the Cold War.
