지속가능개발 목표(SDGs)에 대응한 한국 공적개발원조의 대응 방향

초록

이 논문은 SDGs에 대한 국내 이행방안에 대한 계획을 작성함에 있어, 대응 방향을 고찰하였다. MDGs와 Post-2015에 대한 논의와 경과, MDGs와 SDGs의 비교, SDGs에 대한 개괄을 고찰하였고, SDGs에 대한 한국 공적개발원조의 대응 방향을 국내적인 것과 국외적인 것으로 나누었다. 국내적 대응 방향으로는 지역연구의 강화, 원조수원국의 SDGs와의 연계, 추진체계 개편, 협력 네트워크 강화, 성과측정제도의 개선을 고찰하였다. 현재 한국 공적개발원조의 문제점이 해결되지 않은 상황에서는, 앞으로 제시될 SDGs에 대한 이행전략에도 이러한 문제가 고스란히 반영될 것이다. 가장 손쉬운 출발점이 한국이 현재 실행하고 있는 다양한 공적개발원조가 기여할 수 있는 SDGs의 대목표 및 소목표와 매칭작업일 수 있다. 국외적 대응 방향으로는 OECD DAC 체제 규범 분석, OECD DAC 회원국 변화와 영향 분석, OECD DAC 동료검토(peer review) 동향 분석을 고찰하였다.

Abstract

The purposes of this study are to suggest seven development directions of Korea’s ODA match up to Sustainable Development Goals (SDGs). Korea became a member of Development Assistance Committee (DAC). Korea is the first nation which changed from being a recipient country to a donor country. But many government agencies of Korea still go about their ODA without any clear plans. Korea’s ODA confirms a widespread suspicion that the many government agencies, preoccupied with ministry selfishness and reckless expenditure, have fallen out of step with global trends. Government agencies of Korea have to come up with an effective plan for dealing with ODA. Korea’ ODA have to pursue not only development effectiveness but also SDGs. Meanwhile, Sustainable Development Goals has become one of the buzz phrases of the past decade. In fact, SDGs are a very inclusive concept in ODA. Nonetheless, SDGs was adopted unanimously by the UN General Assembly in 2015. Over the past few years, Korea’s ODA has been striding back onto the global trends. Korea must not become complacent about present situation. Korea has to grab the opportunity at the appropriate time to take the leap in ODA. The suggestions to development directions of Korea’s ODA match up to Sustainable Development Goals is following. From a domestic point of view: first, we need to study further local area studies; second, to contribute SDGs of donor countries; third, to reorganize implement systems; fourth, to reinforce cooperative network with civil society and private enterprise; and fifth, to improve the evaluation system. From an international point of view: first, to adapt standards of OECD DAC; second, to update constant states changing of OECD DAC and its effects; and third, to analyze trends of OECD DAC peer review.
