SDGs와 공공외교법의 한국 교육 ODA에 대한 함의 연구

2030년까지 15년간 국제사회가 추구할 SDGs의 4번은 ‘포용적이고 공평한양질의 교육과 모두를 위한 평생학습’을 교육분야의 추진 목표로 채택하였고, 우리정부는 같은 시기에 공공외교법을 채택함으로써 교육 ODA의 중요성이 더욱 부각되는 상황이 되었다. 본 연구는 이러한 국내외 환경 변화가 한국 교육 ODA 정책에주는 함의를 분석하였다. 이를 통해 한국 교육 ODA는 향후 초등교육 분야 ODA확대, 미취학 아동 대상 사업의 발굴, 산학 연계형 고등교육 사업, 장학사업 규모의증대 및 교사연수 프로그램의 확대가 필요함을 확인할 수 있었다. 아울러, 공공외교법의 제정 목적이 한국의 대외 이미지 제고와 위상제고를 넘어서 국제사회의 평화와 협력 증진이라는 가치를 지향한다는 점에서 단순한 한국학 확산을 넘어서는 교육의 본질적 가치 실현과 한국의 발전경험을 공유가 접목된 지식외교로써의 교육ODA 사업 발굴이 필요함을 확인하였다.
Abstract
In 2015, international community adopted ‘SDGs 4. ensure inclusive andequitable quality education and promote lifelong learning opportunities for all,’which will be an educational ODA goal for major donors and various aid actors by2030. After six months from the adoption of SDGs, in addition, South Korealegislated ‘Public Diplomacy Act’ in February 2016. These two international anddomestic events will be momentum which open a new era for educational ODA. By analyzing changes in the operational environment of educational ODA ofSouth Korea, this paper draws policy implications of educational ODA: theincrease of primary education, the development of education program forpreschool children and higher education linking academic and corporate, theincrease of scholarship and teacher-training program. In addition, the paperargues that educational ODA under Public Diplomacy Act needs to more focus onmeeting its essential value combined with Korea’s unique experience ineducation development, rather than promoting the diplomatic image of SouthKorea in international community through the expansion of Korean Studies.
