유엔과 국제사회는 범지구촌과 다음 세대가 다 함께 살아가기 위한 키워드로서 지속가능발전을 제시하였고, 1992년 리우회의의 아젠다 21, 2000년 유엔 개발정상회의의 새천년 개발목표(MDGs), 그리고 2015년 제70차 유엔총회와 지속가능개발 정상회의의 지속가능개발목표(SDGs)로 계속 진화되고 있다. 우리나라는 지난 30여년 간 국가 및 지역적 차원에서 지속가능발전을 위한 국제사회의 요구에 대응해 왔으나 분단 이후 남북한의 사회, 경제, 환경여건은 적잖은 간극이 벌어져 왔고 교류협력을 위한 노력 대비 성과는 한정적이었다. 따라서 SDGs을 통한 남북한의 실태와 그 이행과정은 그간의 남북관계에 대한 중요한 지향점이 될 것이다. 본 연구는 국제사회의 공동목표를 지향하는 남북한, 즉 한반도 SDGs의 이행현황을 살펴보고 이를 바탕으로 한반도 SDGs의 경쟁력과 갈등관리방안을 분석해 보고자 한다.
Abstract
The United Nations are international society have set a global goal about sustainable developments for a keyword in living together for all and next generation. It has been evolutionary, going through the Agenda 21 in 1992, MDGs (Millennium Development Goals) in 2000, the 70th Session of the UN General Assembly and SDGs (Sustainable Development Goals) in 2015. Our country has also dealt with sustainable developments nationally and regionally for last three decades. However, after Division of Korea, between South and North Koreas. there have been significant disparities in social economic and environmental aspects, resulting in limited achievements compared to the efforts involved. Therefore, the implementation of the SDGs carrying out both koreas’ situations and their progress will be a crucial intention. The purpose of this study is to present the implementation of the SDGs in both Koreas to aim for a common goal, and based on the data, it anaylizes the competitiveness and conflict managemen.
