국제개발 담론의 변천과 유엔 SDGs 시대

본 논문에서는 국제개발 담론을 이끌어 온 주요 주체의 등장과 변화에 초점을맞추어서 국제개발 담론의 변천을 논의해 보고자 한다. 즉 개발담론 주체가 어떻게변화해 왔는지, 그리고 그러한 변화가 어떻게 국제개발 담론에 영향을 미쳤으며, 특히 개발에 대한 정의와 대상 그리고 접근 방식에 있어 어떠한 특징적 변화가있었는지 살펴보기로 한다. 그리고 국제개발담론의 주요 변화들이 국제개발협력레짐과 SDGs 시대의 도래와 어떠한 연관성이 있으며 앞으로 SDGs의 성공적 달성을 위해서 필요한 우리의 정책 과제는 무엇인지 논의해 보기로 한다. 저자는 SDGs가 포괄적 개발영역과 다양한 수준의 목표들을 포함하고 있다고 지적하며 이러한 SDGs 프레임워크는 지난 시간 동안 발전해 온 국제개발 담론의 변화를 적극적으로 반영하고 있는 동시에 이의 결과라 할 수 있다고 분석한다.
Abstract
This study deals with changes in discourse of international development cooperation focusing on the role of major actors. In particular, this paper investigates how definition and subject of, and ways to approach development itself has changed over time. By analyzing changes in discuourse of international development, this study provides theoretical as well as historical background in the emergence of today’s international development cooperation regime and the era of UN Sustainable Development Goals (SDGs). Highlighting that SDGs includes diverse develoment areas and levels of goals, the author points out that SDGs framework reflects and at the same time it is the outcome of changes in discourse of international development over time.
