본 논문은 전 지구적인 차원의 지속가능개발목표(SDGs) 담론의 북한 적용을 위한 북한개발협력의 초기조건 분석을 목적으로 하며, 이를 위해 북한의 SDG 이행지표를 살펴보았다. 연구결과, SDG 이행지표는 자체적으로 현재 다양한 한계를 가지고 있었다. 광범위한 차원의 SDG를 이행한다는 측면에서 각 이행지표가 가지는 개념적 한계와, 이행지표의 측정을 위한 정확한 방법론의 부재 및 실제 국가들의 해당 지표의 활용능력 등이 대표적인 문제로 요약된다. 한편 2005년부터 2014년까지 최근 10년간 한건 이상의 데이터를 포함하는 북한의SDG 이행지표는 47개로 전체 230개 중 약 20.4%에 불과했다. 따라서 북한지표의 개발은 북한개발협력의 우선 과제가 될 필요가 있다. 또한 보건과 교육 등의 분야에 새롭게 추가된 하위지표에 대한 전략적인 접근이 요구된다. 더불어 하위 이행지표에 대한 정보가 전무한 경우, 해당 분야에 대해서는 이행지표의 구축을 시작으로 관련 프로젝트를 발굴하는 초기작업이 이루어져야 할 것이며, 새롭게 제안된 목표, SDG [8], [9], [10], [16] 에 대하여 북한개발협력은 새로운 로드맵을 구상해야 할 필요가 있다.
Abstract
This paper explores initial conditions of international cooperation for North Korea’s development as analyzing North Korea’s SDG indicator. Generally, a number of fundamental questions plague the SDG indicator: what is meaning of the data actually? how the data could be collected? and how many countries could offer the data? Despite, we examine North Korea’s SDG indicator, and it brings following results. First, there should be a study for North Korea’s development indicators as a priority project. Second, most sectors traditionally dealt with in the health and education are at the global level of its development. However, some of detailed indicators from those sectors have no information, so it brings new homeworks to do in North Korea. Third, there are almost no information about unknown indicators from known goals, we need to build new approaches of those unknown tasks. Last, there should be a new roadmap for new agendas such as SDG [8], [9], [10] and [16].
