단위학교 책임경영의 정착에 따라 학교장의 책무성 체제의 도입이 쟁점화되고 있는 시점에서, 본고는 학교장의 책무성 체제를 ‘누가 누구에게 무엇에 대해 어떠한 방식으로 책무를 이행 점검받아야 하는가(who is accountable to whom for what by how)'의 관점에서 학교장의 책무성의 개념 및 유형, 점검 주체와 수단, 책무 내용 등을 분석하고, 학교장의 책무성 체제 구축 방향을 논의하고자 하였다. 학교장의 책무성은 역동적이고 체제적인 속성을 지닌 학교조직에서 작동되는 현상이며, 학교장의 책무 내용은 행정적법적 규정은 물론 교육당사자들의 기대와 요구를 반영하며, 학교장에 대한 책무 주체와 수단도 다양하다. 이러한 점에서 학교장의 책무성 체제는 학교장의 책무 내용에 대한 사회적 합의, 책무성의 유형간의 상호보완과 조화, 학교장의 재량권 보장, 교육의 전문성 실현 보장, 도덕적 실천가로서의 역할 제고, 학교장의 책무 이행 과정 중시 등을 반영하는 방향으로 구축되어야 할 것이다.
Abstract
The purpose of this article is to analyze and search systems of accountability of principals and suggest some alternatives of system building for enhancing accountability of them. The accountability of principals is operated in dynamic and systematic school system, and the accounts of principals who should implement are composed of administrative and legal regulations as well as some expectations and demands of stakeholders. Also the methods and evaluators of accountability of principals is diverse. The policy alternatives of system building presented in this article are as follows;ⅰ) social agreement on the accounts of principals who should implement, ⅱ) complement and harmony among five types of accountability, ⅲ) security of discretionary authority for school management, ⅳ) security of professional decision and ability, ⅴ) enhancement of moral action, ⅵ) the importance to the processes and contexts, issues and problems, their alternatives which can confront and search when principals implements their roles and accounts.
