최근 학교 자율화 정책이 추진되면서 단위학교의 자율성이 확대되는 동시에 학교운영에 대한 교원의 책무성도 강화되고 있다. 이러한 배경에서 이 논문은 상급 교육행정기관과 단위학교간의 상대적 관계 속에서 초등학교에 초점을 두고, 학교운영에서 교장의 자율과 책무는 어떠한가를 분석하고자 하였다. 이 연구에서 설정한 연구문제는 세 가지이다. 첫째, 교장의 학교운영 자율성은 어떠하며, 이는 학교운영의 주요 영역에 따라 어떤 차이가 있는가? 둘째, 학교장의 학교운영에 대한 통제, 책무성 유지 방법은 무엇인가? 셋째, 학교장의 학교운영의 자율과 통제 정도에 영향을 미치는 요인은 무엇인가? 본 연구의 연구문제 해결을 위해 사용된 주된 연구방법은 초등학교장을 대상으로 한 면담조사이다. 본 연구의 주요 결과는 다음과 같다. 첫째, 학교운영에 있어 학교장이 갖는 자율성은 상급행정기관의 공문, 지침에 의해 제한된 자율성이라는 특징이 있다. 학교운영 영역별로는 교육과정, 인사, 재정 영역 면에서 자율성이 확대되는 분권화된 교육체제의 특성을 보인다. 둘째, 교장의 학교운영에 대한 책무성 확보 방법은 평가, 장학 등의 경영적 책무성에서 학교장의 권한과 학부모 참여 확대 등을 통한 분권적 책무성이 강화되는 경향이 있다. 셋째, 학교장의 학교운영에 영향을 미치는 요인으로는 정부와 교육청의 교육정책, 행·재정 지원 등 학교외적 요인, 학부모와 교사의 지원과 협력 등 학교내적 요인, 기존 관행을 넘어서는 교장의 창의성과 역량 등 교장 개인적 요인이 중요한 것으로 나타났다.
Abstract
The purpose of this study is to investigate school principals’ autonomy within educational governance systems composed of the central government, a metropolitan city government and a local school office. The following three research questions are discussed. First, who has considerable influence on the decisions regarding curriculum, teacher employment and school finance? Second, what is the main control and accountability system for school principals? Third, what are the main factors that influence and control principals' school management? To answer these questions, 19 primary school principals in three cities (Seoul Metropolitan city, Busan Metropolitan city, and Cheongju city) were interviewed. The conclusions are as follows. First, the degree of principals' autonomy in school management is increasing, especially in teacher employment, but still limited under the governments' regulations and policies. Second, principals' decision-making power is restricted by the results of principal appraisal, school evaluation, legal guidelines for school managements, and principal meetings held by local educational authorities. Finally, the principals’ school management is influenced by government policies and principals’ professional capacities.
