Abstract

The purpose of this article is to analyze and search a conceptual structure and limitation of accountability of the Superintendent of Education(SOE) and suggest some alternatives of system building for enhancing accountability of SOE. The concept of accountability of SOE is that the educational stakeholders provide incentives, sanctions and feedbacks to SOE through evaluating the process and product of accounts and roles which SOE should implement. And the limitations of evaluation of accountability of SOE are presented as follows; discretion of SOE, qualitative and invisible characteristic, moral and professional blank of judgment, indefinite definition, etc. The policy alternatives of system building presented in this article are as follows; firstly, the moral and professional accountability of SOE should be emphasized as much as the administrative and legal accountability of SOE. Secondly, the evaluation of accountability of SOE should attach much importance to the processes and contexts, issues and problems, their alternatives which can confront and search when SOE implements his roles and accounts. Thirdly, the accountability of SOE should be evaluated in a deep, comprehensive and systematical level considering the limitations of accountability of SOE, that is, discretionary disposition, an indefinite definition and blank of judgment, etc.
