이 글은 영국의 교사평가제도의 운영 실태 및 쟁점 분석을 통해서, 우리나라 교사평가제도 개선을 위해 고려해야 할 정책적 시사점을 찾고자 한다. 이를 위해 구체적으로 전문성 신장을 목적으로 하는 교사평가와 보수, 승진 등을 목적으로 하는 교사평가가 영국에서는 어떻게 균형을 유지하고 있는가, 교사의 전문성 개발을 위해 어떤 지원이 이루어지고 있는가, 우수교사 인정이나 비효과적인 교사 확인과 교정을 위해 어떤 제도가 운영되고 있는가, 영국 교사평가의 주요 쟁점은 무엇이며, 그러한 쟁점들을 해결하기 위한 방안들은 무엇인가 등의 문제를 검토하고자 하였다. 영국 교사평가는 학교수행관리평가의 한 부분으로 이루어지고 있다. 평가의 궁극적인 목적은 교사의 전문성 개발과 학생의 학업 성취도 향상에 있지만, 보다 우수한 교사들을 위한 우수교사제도, 능력반영보수제도 등이 마련되어 있으며 비효과적인 교사의 확인과 교정을 위해서는 정부의 제재보다는 교직단체의 자정노력과 책무성을 강조하고 있다. 또한 교사의 전문성 개발을 위해 교사 지원인력을 확대하고 있다는 점 등은 영국 교사평가제도 분석을 통해 확인할 수 있는 주요 시사점들이다.
Abstract
This paper aims to propose policy suggestions for the development of Korean Teacher Evaluation. For this, I analysed the teacher evaluation system in the United Kingdom. Teacher appraisal regulations in England were introduced in 2000 that form part of the performance management system. All school teachers are evaluated annually and the objectives of the evaluation are decided on the agreement of teacher and their head teacher. The main purposes of teacher evaluation in England focused on the school teachers' professional development and the enhancement of student achievement. For identifying excellent teachers, the Fast Track programme(2000) and Advanced Skills Teachers(1998) grade are introduced. For those teachers who wan to access to upper pay scale, threshold assessment is adopted. Teacher salary and the continuing professional development are decided based on the teacher evaluation. With the analysis of the teacher evaluation in England, several implications can be identified. 1) teacher evaluation for professional development needed to enhance teacher quality, and 2) this system should be separated from identifying incompetent teachers and from selecting school administrator, 3) new career grade like Advanced Skills Teachers, Excellent Teacher Scheme in England should be introduced for excellent teachers.
