우리나라는 학교평가가 시행되고 있지만 학교의 책무성을 평가하는 기능은 상당히 미약하다는 전제하에, 이 글에서는 학교 책무성 평가의 장애요인과 수용조건에 대하여 탐색하였다. 이를 위해 학교 책무성 평가의 개념과 영향 요인을 규명하였으며, 이러한 분석틀을 가지고 실제 학교 책무성의 장애요인을 분석하였다. 그 결과 학교 책무성 평가의 장애요인으로는 문화적, 정책적, 제도적 측면의 외적 요인과 학교평가 풍토, 평가 목적과 결과 활용, 평가자와 피평가자, 평가 내용, 평가 방법 등의 내적 요인으로 구분이 된다. 마지막으로 학교 책무성 평가의 장애요인을 해결하는 방안으로 학교 책무성 평가의 수용조건으로 학교공동체 형성과 의견수렴, 학교체제의 다양화와 책임경영제 실현, 교원전보 및 승진 구조 변화, 학교 의사결정과 질 관리체제 정립, 학교 책무성 평가 기준 및 프로그램의 다양화 등을 검토하였다.
Abstract
The Obstacle Factors and Accept Conditions on School Accountability Evaluation The evaluation of school accountability have obstacle factors and accept conditions, and these are the purpose of this study. To search for the factors and conditions, the definitions of school accountability evaluation were done, and define the influential factors of school accountability evaluation. According to those concepts and factors, we analyze obstacle factors in implement of evaluation. As the results, external factors are cultural, political, and institutional dimension, internal factors are climates about school evaluation, purposes of evaluation and applications of it, subject matter, contents and methods of evaluation. Then, accept conditions of school accountability evaluation that could settle the obstacle factors were investigated. The Accept conditions of school accountability are the construction of school community and correction of opinions, the diversity of school system and implementing of school-based management, the change of teacher's transfer system and promotion structure, the establishment of school decision making and quality management and the development of criteria and program for school accountability evaluation.
