대학 학자금 융자제도의 활성화를 위한 신용보증 및 유동화 방식의 정책효과 분석

이 논문은 우리나라의 대학 학자금 융자제도의 활성화 방안을 탐색하기 위해 장학금과 융자 등 학생 재정지원의 현황을 검토하고, 현행 학자금 융자제도 중 가장 비중이 큰 교육인적자원부의 이차보전 방식에 의한 학자금 융자제도의 문제점을 분석하였다. 그리고 학자금 융자제도를 보다 활성화하기 위해 신용보증 및 유동화 방식에 따라 융자제도를 도입하였을 경우의 정책 효과를 분석하였다. 분석결과, 신용보증 및 유동화 방식에 따른 학자금 융자의 총 재정소요는 기존 방식에 따른 재정소요의 30%에 불과한 반면, 재정의 레버리지 효과는 3.4배로 높게 나타나 신용보증 및 유동화 방식으로 제도를 전환하는 것이 보다 효과적이라는 결론을 도출하였다. 이러한 결과를 기초로 본 논문은 신용보증 및 유동화 방식에 따라 학자금 융자제도를 개선하기 위해 필요한 조건들을 검토하고 관련 정책 방안을 제시하였다.
Abstract
This article searches for policy measures to maximize the policy effect of student loan schemes for funding higher education. For this purpose, I examined financial support system for graduate and undergraduate students, such as, scholarships and loans provided by higher education institutions and the government. Second, I analyzed the current issues and problems of the interest-subsidized loan scheme, which is provided by the Ministry of Education and Human Resource Development with interest subsidy. And third, I compared policy effects of the credit guarantee and securitization on student loan with that of the interest-subsidized loan. The total financial expenditure of the interest-subsidized loan is more than 3.4 times of that of credit guarantee and securitization, and the net expenditure is 5.8 times. This result evidenced that credit guarantee and securitization is more effective to expand investment in human resource. Based on the findings, I reviewed institutional and legal conditions for introducing new student loan scheme and suggested relevant policy provisions.
