리더십과 전문성이 재정성과목표관리제도성과에 미치는 영향 분석: 성과정보 유용성의 매개효과를 중심으로

초록

2003년 재정효율화를 위한 성과주의 예산제도 개혁의 일환으로 재정성과목표관리제도가 도입되었다. 그러나 재정성과목표관리제도가 의도했던 성과를 달성하고 있는지에 대해서는 여전히 비판적인 시각이 많고, 그 주요원인으로 정부부처 내 관리자들의 리더십 부재와 구성원들의 성과관리 전문성 부족이 지적되고 있다. 이에 본 논문은 재정성과관리제도의 하위제도 중 하나로서 다른 제도의 근간이 되고 있는 재정성과목표관리제도를 대상으로 정부부처 내 관리자들의 리더십과 구성원들의 성과관리 전문성이 매개변수로서 성과정보의 유용성과 궁극적인 제도운영 성과에 어떠한 영향을 미치는지를 구조방정식모형(SEM)을 활용하여 실증적으로 분석하고 그에 따른 개선과제를 논의하였다. 이와 같은 목적을 달성하기 위해 재정성과목표관리제도에 대한 이론적･제도적 논의와 그 성과정보의 유용성 및 그 성과에 영향을 미치는 요인에 대한 선행연구 검토를 통해 본 논문의 분석모형 설정을 위한 논거를 마련하였으며, 이를 검증하기 위해 재정성과목표관리제도를 적용받는 정부부처의 단위사업 담당자들을 대상으로 설문조사를 실시하였다. 본 논문은 그 동안 연구가 미진했던 재정성과목표관리제도 성과의 영향요인을 실증적으로 검증하였다는 점에서 이론적 의의가 있고, 그 결과는 향후 재정성과목표관리제도 운영의 개선방향을 모색하는데 기초자료로 활용될 수 있다는 점에서 정책적인 의의가 있다.

Abstract

As part of the reform of the performance-based budget system for fiscal efficiency the Performance Goal Management System (PGMS) was introduced in 2003. However, there is still much criticism as to whether the PGMS achieves the intended performance, and the main reason for this is the lack of the leadership of the managers and the performance management expertise of staff in the central governments. The purpose of this paper is to analyze how managerial leadership and performance management expertise impact on the usefulness of performance information and the performance of the PGMS using Structural Equation Modeling (SEM) and proposes the improvement tasks of the system. In order to achieve this goal, the theoretical and institutional discussions on the PGMS and the factors affecting the performance of the system and the usefulness of the performance information were reviewed, and a survey was conducted for the staff of the central government departments that are applied to the PGMS. This paper has a theoretical significance in that it has empirically verified the factors influencing the performance of the PGMS and has a policy significance in that they can be used to improve the PGMS.
