성과관리 관리체계 효율성 분석: 재정사업 성과관리제도를 중심으로

2000년대 이래 재정사업의 성과관리를 위한 다양한 개혁이 시행되었지만 제도가 성공적으로 정착되었다고 평가하기는 어려운 실정이다. 재정사업 성과관리제도의 개혁을 위해서는 정부 각 부처와 국회, 감사원 등 재정성과관리 참여자들의 역할관계에 대한 종합적인 시각에서의 분석이 필요하며, 특히 제도운영의 효율성 확보를 위해서는 상부구조라고 할 수 있는 적절한 관리체계의 확립이 필요하다. 이러한 취지에서 본 연구에서는 재정 성과관리 주체 및 참여자들에 대한 관리체계상의 문제점을 제도, 조직, 인력, 역할관계 등의 거버넌스 관점에서 분석하고, 이러한 행정부 내 참여자 외에 재정성과관리의 평가와 환류에 있어서 중요한 외부참여자인 감사원 및 입법부의 기능 및 역할에 대한 분석을 통해 적절한 연계형성을 위한 대안을 모색하였다. 또한 종합적이고 효율적인 관리를 위한 총괄기구의 설립 타당성에 대한 검토를 통해 관리체계 개선을 위한 정책적 시사점을 제시하였다.
Abstract
This study analyses the performance management system of budgetary programs in Korean central government. Despite this system has been reformed for more than ten years, there are still some problems not yet solved. According to its environments changes, we need to solve the on-going problems and reform its limitations. To reform the performance management system of budgetary programs, it is needed to analyse the roles of participants such as ministries of government, parliament and Board of Audit and Inspection in the comprehensive view. Especially, it is essential to establish an appropriate management system which can be called upper structure for the efficiency of program implementation. In this context, this study analysis institution, organization, personnel and relationship between participants in the view of governance. In addition this paper tries to suggest some useful policy implications to develop the performance management system of budgetary programs through reviewing the introduction of performance management control tower.
