Abstract
Following the inauguration of the Trump 2.0 administration in 2025, there has been an unprecedented escalation in the demands being placed upon NATO by the United States. At the NATO summit held in June, member states formally agreed to defence spending equivalent to 5% of GDP. This is not merely an increase in defence expenditure, but rather a fundamental shift in the core values of European society. In essence, this signifies that the entire European continent is confronted with a dilemma concerning the selection between defence and welfare. Europe has thus far benefited from a considerable degree of financial and military independence, enabled by the United States' defence capabilities, allowing it to allocate its financial surpluses towards domestic welfare programmes. Nevertheless, the ongoing war in Ukraine and the Trump 2.0 era have rendered this model unsustainable. Concurrently, however, European nations face mounting pressure on welfare spending due to ageing populations, slowing economic growth, and rising energy costs, while defence expenditure also presents an inescapable dilemma. The European crisis is not merely a matter of concern in the West; it is also a crisis with which Korea is confronted. It is imperative for Korea to draw lessons from the crisis situations witnessed in various European countries, acknowledging that radical change lacking social consensus can result in political instability and social conflict. The formulation of long-term plans is imperative. Therefore, through a gradual, strategic, and transparent approach within a short time frame, it must seek a sustainable development model that reconciles security and welfare, finding a harmonious balance point between the US's demands for security burden-sharing and the necessity of domestic welfare budgets.
