Abstract

This study examines the sharp increase in defense spending by European countries following the outbreak of the Russia–Ukraine war, analyzing its background, trajectory, and fiscal policy implications. The European Union (EU) significantly expanded its defense-related budget to strengthen its autonomous defense capabilities and announced the “ReArm Europe” strategy centered on increasing member states’ defense expenditures. To support this shift, the EU broadened the application of national escape clauses under the fiscal rules, thereby enabling member states to secure greater fiscal flexibility. In the deliberation of the next Multiannual Financial Framework (MFF), priority was given to defense spending, resulting in a substantial budget increase in this area. The case studies of Germany and Poland highlight that, despite differing national defense traditions, both countries rapidly and significantly increased their military spending after the war began. Backed by political and public support, both countries are expanding their defense budgets; however, concerns over fiscal sustainability may emerge in the longer term. The substantial rise in defense expenditures could constrain fiscal capacity in other policy areas, particularly social welfare and climate action, potentially leading to increased public debt and fiscal imbalance. In conclusion, the recent surge in European defense budgets reflects not only a shift in security priorities but also a broader structural reordering of the liberal international order and fiscal policy agendas. Looking ahead, it will be important to closely monitor how rising defense expenditures influence the functioning of the EU integration framework as well as the protection of its core democratic and human rights values.
