본 논문은 미중 경쟁, 러시아의 위협, 트럼프 행정부의 고립주의라는 삼중 압박 속에서 EU가 추진하는 전략적 자율성 정책이 유럽의 정체성 재구성에 미치는 영향을 분석한다. EU 안보방위정책은 회원국 중심의 분절적 접근에서 초국가적 통합 체계로 전환하고 있으며, 공동안보방위정책(CSDP), 상설안보･방위협력체제(PESCO), 전략적 나침반(Strategic Compass), 방위 준비태세 2030(European Defence Readiness 2030) 등을 통해 유럽집행위원회의 역할 강화, 공동 재정 지원 확대와 구속력 있는 공약 도입을 실현하고 있다. 연구의 이론적 기여는 규범권력과 방위력 강화 간의 긴장을 모순이 아닌 “리좀적 정체성의 생성 과정”으로 해석한 것이다. 들뢰즈와 가타리의 리좀 개념을 적용하면 회원국 간 이질적 입장은 위계적 모순이 아닌 다층적 접속으로 작동하고, 안정성장협약 면제와 SAFE 대출제도는 규범의 단절과 재연결을 나타내며, NATO와의 관계는 고정된 위계에서 유동적 협업으로 재구성된다. EU는 순수한 규범 행위자에서 벗어나 규범적 가치를 구현하고 보호할 수 있는 “종합적 규범권력”으로 진화하고 있으며, 이는 위기와 기회에 따라 유연하게 재배치되는 전략적 적응 과정이다.
Abstract
In this paper, This paper examines how the European Union's strategic autonomy policies, pursued under triple pressures of U.S.-China competition, Russian threats, and Trump-era isolationism, reshape European identity. EU security and defence policies have undergone a paradigm shift from fragmented member-state approaches to supranational integration systems. Through the Common Security and Defence Policy (CSDP), PESCO, the Strategic Compass, and the White Paper on Defence Readiness 2030, the EU is strengthening the European Commission's role, expanding joint financing, and introducing binding commitments. This study's theoretical contribution reinterprets the tension between normative power and military capabilities as a “rhizomatic identity formation process,” drawing on Deleuze and Guattari's rhizome concept. The analysis reveals that heterogeneous member-state positions operate as multi-layered connections rather than hierarchical contradictions, fiscal mechanisms represent rupture and reconnection of norms, and EU-NATO relations are reconfigured from fixed hierarchy to fluid cooperation. The EU is evolving from a purely normative actor into a “comprehensive normative power” capable of implementing and protecting normative values—a strategic adaptation process flexibly reconfigured according to crises and opportunities.
