다음으로, 회원국들, 특히 강대국들이 대립하는 경우, 협상의 결과에 따른 이해/이익 구조가 제로섬이거나 직접적일 때(direct, but not dispersed, consequences of distribution of benefits) 한국 가교외교는 한계점을 드러낸다.

Abstract

This article explores the conditions of possibility for Korea to be a rule-shaper on the level of global economic governance. As the first cut in this research endeavor, this article examines Korea’s multilateral diplomacy for the G20 Seoul Summit, which was held in 2010. The goal of the analysis is to identify when and how Korea would be able to achieve its diplomatic goals vis-a-vis other members states in G20 in the politics of multilateral rule setting. Relying on memoirs, government’s documents, and secondary sources that tracked the entire negotiation process of the Seoul Summit, this article suggests two conditions under which Korea’s middle power diplomacy is likely to result in its preferred outcome. The first condition is when Korea bridges the differences among member states when the issue under consideration is the one at the stage of finalizing a shared vision for reform. Second, Korea’s middle power diplomacy may face greater difficulty when dealing with issues on which great powers severely disagree and where negotiation outcomes take the form of zero-sum. This does not necessarily mean that great power rivalry usurps any possibility of Korea’s middle power diplomacy. This article shows that there is room for middle power diplomacy even in the face of great power rivalry when payoff structure of negotiation is rather a positive-sum with characteristics of dispersed distribution of benefits.
