Abstract

After suffering from rapid capital outflows during the global financial crisis of 2008, the Korean government introduced a set of "macroprudential" policies for the purpose of alleviating the volatility of capital flows. This article aims to explain the international conditions that made it possible for Korea to implement macroprudential policies. In particular, it stresses that the Korean government sought a multilateral strategy based on international agreements. The Korean government pursued a multilateral strategy because it tried to avoid international stigmas that could be imposed on those that do not follow global standards. Since Korea is a small open economy, economic costs associated with international stigmas could be relatively large. In this regard, the emergence of macroprudential policy in Korea was made possible by a change in global financial standards after the 2008 crisis. Since the crisis, the International Monetary Fund officially acknowledged that controls on capital flows could be necessary and effective under certain circumstances. Thanks to this change in global financial standards, the Korean government introduced macroprudential policies for controlling capital inflows without worrying about international stigmas. In addition, as a member of G20, Korea also played a key role in reaching an international agreement that justified the imposition of controls on capital flows for macroprudential purposes, thereby securing policy space for implementing its own macroprudential policies.
