Abstract

This article aims to suggest an effective strategy of Korean financial diplomacy in a changing international financial order. A particular attention is paid to the shift in Korea’s role in the politics of international financial order from a rule-taker to a rule-shaper, which is exemplified by Korea’s membership in G-20. The main thrust of policy suggestion for Korean financial diplomacy is to link regional to global in multilateral diplomacy. More precisely, this article argues that Korea should make its best effort to consolidate the institutionalization of regional financial and monetary cooperation in East Asia, such as the Chiang Mai Initiative Multilateralization and the Asian Bond Market Initiative, to increase its influence and autonomy in the making of a new international financial order. Securing a solid regional base would be of great help for Korea’s global financial diplomacy. In developing this argument, this article draws on two bodies of literature. One is a theoretical literature that makes the case for the advantage of multilateralism for a middle power state, such as Korea. The other is a group of empirical studies on the development of Korean diplomacy in East Asian financial and monetary cooperation and G-20. This article concludes by proposing a couple of specific strategies for Korea to utilize in its endeavor toward a region-based global rule-shaper.
