최근 중견국 외교에 대한 논의가 활발하다. 본 연구자는 새로운 외교 영역에서 중견국으로서 위상을 공고히 하고 이에 걸맞은 외교의 비전과 구체적 실행방안을 모색하는 것이 중요하다고 주장한다. 특히 본 연구자는 특정 국가의 중견국 지위를 일방적으로 주어진 것으로 받아들이기 보다는, 어떤 과정을 통해 형성되는 것인지를 자세히 들여다보면서 중견국 정체성 확보의 내적 속성과 외적 요인들을 복합적으로 이해하는 것이 필요하다고 생각한다. 본 연구에서는 한국이 북극이라는 새로운 외교 영역에서 중견국 지위로 부상하는데 북극이사회 옵저버 지위획득이 중요한 계기가 되었다고 인식하고 이 과정을 분석하면서 중견국의 개념과 조건을 구체적으로 파악해보고, 한국의 북극외교 내용을 검토하면서 중견국 외교의 의미와 역할에 대해 생각해보고자 한다. 본 연구에서는 첫째, 북극이사회를 분석하며 북극외교가 펼쳐지는 장의 국제권력구조를 고찰한다. 중견국이라는 개념은 국제정치질서의 수직적 계층구조를 전제한 개념이기 때문에 실제로 북극 외교 무대에서 이러한 수직적 권력구조가 형성되어 있는지 확인하는 작업이 필요하다. 둘째, 한국이 북극무대에서 한국의 중견국 지위 형성에 주요한 계기가 된 2013년 북극이사회 옵저버 지위를 확보 과정에 어떤 국내적 및 국외적 요인들이 중요했는지 검토하면서 이 과정에서 한국이 옵저버가 되는데 중요했던 북극외교 자원의 확대, 외교행태와 외교적 노력, 북극권국가의 승인 등의 요인이 복합적으로 작용하였음을 확인한다. 셋째, 정부가 제시한 한국 북극외교 전략을 검토하고 중견국으로서 한국이 향후 북극외교를 통해 어떤 역할을 해야 할지 논의한다.
Abstract
This paper tries to analyse South Korea’s acquisition of permanent observer status in Arctic Council as a case for forming and strengthen middle power status of South Korea. The paper shows, first of all, the power structure of Arctic Council and the overall Arctic governance, insisting that being a permanent observer in Arctic Council could be the one of the most important moments for emerging as a middle power in Arctic diplomacy. Then, South Korea’s efforts to acquire the observer status in Arctic Council are explored, with the diverse internal and external factors such as increasing interest and resources on the Arctic, diplomatic efforts, and the recognition process of the other Arctic states.
