재해대응과 미일동맹: 자위대의 안보행태를 중심으로

초록

이 논문은 기존의 담론으로서의 안보정책 연구의 한계를 극복하여, 미일동맹의 합동훈련, 부대배치 및 출동 등의 실질적인 안보행태를 분석하기 위해 엘스터의 행태 모형을 사용한다. 중국, 북한 등의 대외적 위협에 대한 미일동맹의 인식은 욕망(Desire)의 레토릭의 추동에는 성공하였으나, 일본 국내 차원의 신념(Belief)체계가 정책이 실질적인 행태(Action)로 나아가는 데 장애요소로 작동하였다. 그에 비해 재난이라는 대내적 위협은 욕망이 신념체계와 상응하여 실질적인 안보행태로 나타나고 있다. 이는 국내에서의 자위대의 활동뿐만 아니라 동맹의 행태에도 영향을 미쳤다. 결과적으로, 자위대의 안보행태를 결정함에 있어서 대외적 위협에 대한 동맹국의 의지보다는 자위대 재해대응의 제도화가 보다 중요한 요인이라고 할 수 있다.

Abstract

This paper uses Elster's action model to analyze practical security behaviors such as joint training, deployment, and mobilization of troops of the US-Japan alliance, overcoming the limitations of existing security policy research as a discourse. The U.S.-Japan alliance's perception of external threats such as China and North Korea succeeded in driving “Desire”'s rhetoric, but the “Belief“ system of Japan’s domestic level served as an obstacle to moving toward substantive security behavior, namely, “Action.” On the other hand, the domestic threat of disaster is that “Desire” responds to the “Belief” system and appears as a security behavior. This affected not only the domestic activities of the Self-Defense Forces but the behavior of the alliance. As a result, the institutionalization of the military’s disaster management is a more crucial factor in determining the security behavior of the Self-Defense Forces than the United States’ will to external threats.
