본 논문은 역대 주요 정권의 대북정책이 국제정치적 이론에 근거해 입안되고 있다는 점을 검증하는 데 목적을 둔다. 그동안 남한 사회에서 북한의 존재는 오랫동안 이념적 사고의 틀 안에서 논의된 까닭에 남북관계에 대한 분석도 정밀한 학술적 논의보다는 진보와보수라는 이분법적 구도 안에서 진행되었다는 것이 본 논문의 문제의식이다. 이에 본 논문은 역대 정부의 대북정책 간 차별성의 배경이 근본적으로 국제정치에 대한 상이한 인식 때문이라고 선험적으로 가정하며, 국제정치를 설명하는 기초적 개념과 이 개념에 따라 형성된 역대 정부의 대북정책의 동학을 설명한다. 구체적으로 첫째, 국제정치의 기본적인 준거 조건인 무정부상태(anarchy)를 정의한다. 둘째, 국제정치이론의 3가지 기조인현실주의, 자유주의, 구성주의와 각 이론이 무정부상태를 해석하며 다르게 파악하는 이익에 대한 논의를 설명한다. 셋째, 국제정치에 대한 세 이론이 어떻게 남북관계를 이해하고 대북정책 수립에 영향을 미치는지 여부를 분석한다. 본 논문은 기존의 국제정치에 대한 학술적 논의를 개념적으로 분류하였으며, 다양한 국제정치이론과 이에 따른 정부의대북정책에 대한 포괄적인 분석 내용을 제공한다.
Abstract
This paper aims to argue that many of the past South Korean administrations’ North Korean policy had been shaped by international relation theory. Perhaps this is because South Korean society were shaped and influenced by ‘ideological factors’ when it comes to North Korean issues. Thus, the analysis of inter-Korean relations has also been inevitably dictated by the dichotomy of ideology. Moreover, it assumes that the divergence North Korean policy among different administrations in South Korea is due to vast perceptions on how they interpreted ‘international relations’. The paper aims to define ‘anarchy’, then its goes to explain realism, liberalism, constructivism and how they understand ‘anarchy’ and ‘national interests’. Furthermore, its analyzes how these theories formulate inter-Korean relations. It includes comprehensive discussions of the various international relation arguments using conceptual literature analysis.
