Abstract
Employees tend not to feel comfortable speaking to other employees about organizational problems or issues that concern them. Silence of civil servants could cause various negative effects on government and society as a whole. This study empirically examines the types of issues that Korean civil servants are reluctant to raise and the reasons they often decide to remain silent rather than voice their concerns. It also investigates the negative effects of the silence on the work attitudes of Korean civil servants. This study is based on the data from a survey conducted to 350 Korean civil servants in central and local governments.
