미국은 초기 유럽통합의 방향을 적극 지지하였다. 이러한 지지는 그들이 속한 정치 정당의 성격을 초월하여 일관된 모습을 보여주고 있는데, 특히, 투루먼(1945-1952), 아이젠하워(1953-1960) 그리고 1961년 케네디 행정부에 이르기까지 이어졌다. 케네디는 “동등한 관계에서의 미국과 유럽공동체간의 파트너쉽”을 1962년 6월 워싱턴 독립기념관에서 발표하였다. 그는 미국의 이해관계와 그의 파트너인 유럽 공동체의 이해관계가 서로 상충한다는 것을 인식했다. 본 연구는 장 모네와 그가 관계한 미행정부 관료집단과의 관계를 통하여 초기 단계의 유럽통합 과정에 있어 그 발전 동인 및 추진과정을 살펴보고자 한다. 미국의 개입 및 원조에 관한 설명 없이는 2차 대전 이후 보여준 역동적인 유럽통합 발전과정을 이해하는 것이 매우 어렵기 때문이다. 또한 유럽통합의 발전 동인을 살펴볼 때 유럽통합은 유럽 자체의 문제를 해결하는데 국한되지 않았고 보다 세계사적인 차원에서의 냉전과 자본주의 질서를 포함한 유럽과 미국의 관계 즉, 대서양관계를 포함하고 있기 때문이다. 연구대상은 장 모네와 관계한 미행정부 관료집단에 관한 연구다. 그들 간의 세계관 및 이해관계의 공유 속에서 어떻게 유럽통합이 구상되고 발전되었는지를 살펴보는데 그 의의가 있다. 즉, 장 모네의 유럽통합 사상이 미국 엘리트 집단의 유럽통합 구상과 만나 어떻게 전후 유럽통합과정으로 구체화되었는지를 살펴보려고 한다. 장 모네는 꾸준히 정치 및 외교에 영향력 있는 미 행정부 정치 관료들과 지속적으로 깊은 관계를 맺었다. 때로는 사적으로 때로는 공식적인 활동을 통하여 의견을 교환하면서 미국의 유럽정치 방향에 영향을 주기도 했다. 특히, 전쟁 시기 장 모네는 미국의 정치 엘리트 집단과 함께 전후 유럽질서에 대해 고민했다. 그리고 전후 평화적인 유럽을 건설하기 위해 “유럽은 강력해져야 하고 또 강력해지기 위해서 유럽은 통합되어야 한다.”는 통합사상을 발전시켰다. 본 논문은 유럽통합구상과 관련한 장 모네와 그가 관계한 미국인 친구들의 상호 합의된 내용에 기초하여 적극적인 개입 및 국제주의를 지향했던 트루먼 행정부로부터(1945-1952) 중도주의적 공화당 출신 아이젠하워 행정부(1953-1960) 그리고 대서양 공동체를 위해 유럽통합을 지지했던 케네디 행정부를 중심으로 살펴보고자 한다. 특히, 미국의 외교정책의 특징인 대통령 중심의 외교 정책 및 결정과정이라는 점을 주목하고 그들의 지지정책을 통하여 유럽통합이 발전되고 구체화되는 과정에 주목한다.
Abstract
The aim of this study is analyzing of the america influence and the role in the processes of early stages on the european integration, through the relationship between Jean Monnet and the american political group, such as Think Tank. Because it is too difficult to explain the force of development of european integration without the relation between the United State and the european community. In addition, European integration included many problem at the level of the Cold War and of the capitalist order after 1945. Focusing on the special relationship between Jean Monnet and the political elite group, we can examine the respective ideas of Jean Monnet and the U.S. political elite about the European integration, through the similarities but also difference. And we can see the origin of European policy of the United States, their motivations and their specific interests for Europe as well as issues relating to physical boundaries of Euope, that through the exchanges and the many connections between Jean Monnet and his American friends.
