Abstract
This paper reconsiders the origins of the EU through the lens of discursive institutionalism. It particularly focuses on the period from 1945 to the establishment of the ECSC in 1951, highlighting the emergence of European integration and examining the pivotal role of France in expanding and discursively framing the idea of European integration to promote peace in Europe. In discursive institutionalism theory, the concept of "ideas" goes through three stages of development: philosophical ideas, program ideas, and policy ideas. The concept of European integration was deeply rooted as a philosophical idea, and the period following the end of World War II in 1945 until the adoption of the Schuman Plan marked the development stage of program ideas that aimed to create practical solutions for European integration. The establishment of the ECSC in 1951 represented the culmination of program ideas into policy ideas. In this process, discursive interactions about European integration and peace expanded profusely and France played a central role in the construction of the EU by demonstrating its discursive capabilities. In contrast to the Congress of Hague, where there was an overflow of collective interest and lively debate among Europeans but a lack of practical consensus, various European strategies emerged in France under a shared recognition of the need to peacefully resolve the "German question." Ideas competed, and intense discourse ensued. France sought to find a "master frame" as a normative and flexible assertion, successfully developing innovative ideas and expanding discourse, ultimately leading to the establishment of new institutions. In the face of significant and urgent post-war issues, France strategically led the discursive interaction of ideas and integration toward a new Europe, exerting pivotal leadership in the early formation of the EU.
