본 연구는 유럽석탄철강공동체(ECSC) 성공신화의 주역 장 모네(Jean Monnet)의 유럽통합 실현방식에 관한 연구이다. 제도나 물리적 결속이 아닌, 국경을 초월한 지식네트워크 의 형성과 그를 통한 “사람들의 통합”이라는 실천과제를 통해 유럽통합을 이루려고 했던 장 모네의 구체적인 유럽통합 방식을 살펴보는데 본 연구의 주된 목적이 있다. 종종 장모네 유럽통합 방법(The Method of Jean Monnet for Europe)으로 소개되기도 한다. 모네는 유럽통합을 여러 지식 전문가 그룹의 총체적 노력의 결과로 이해했다. 가장 대 표적인 것으로 국경을 초월하여 이루어진 지식 네트워크와의 관계며 그 활용을 통한 유럽통합 실현방법이다. 특히, 정치가, 지식인 그리고 언론인들의 적극적인 활용을 통해 유럽통합을 성공적으로 이루었다. 이들 소그룹들과의 적극적인 소통을 통한 유럽통합 사상을 생산⋅통합하고 구체화했던 모네의 방식은 유럽통합과정을 이해하는 중요한 통합 방법으 로 제시될 수 있다. 따라서 본 논문은 장 모네가 관계한 국경을 초월한 지식 네트워크에 주목한다. 장 모네 연구의 현재적 의미와 지식 네트워크와의 관계에서 소통의 중심(Hub)으로서 보다 조직적 이고 구체적인 지식 네트워크를 통해 국경을 초월한 공동의 이해관심 및 목표를 소통하게했던 모네의 역할을 구체적으로 살펴보고자 한다.
Abstract
The objective of this paper is to underline “the Methode of Jean Monnet for Europe”, focusing on the role and influence of his knowledge network in the processes of European Integration. Following the mention of Jean Monnet,“not the coalition of the nation, but the unification of the people”, “the methode of Jean Monnet for Europe” is significant for understanding about not only the philosophy of Jean Monnet for Europe but also the action of Jean Monnet for the construction of Europe. There is no doubt that Monnet understood the success of European Integration as a result of collective efforts of trans-national knowledged and expert groups. In particular, as a Hub of communication between these intelligent networks, Jean Monnet tried to recruited the cross-border european politicians, the small european experts and journalists, and developed the ideas of construction of Europe.
