Abstract

The inauguration of the first and second Trump administrations marked a critical turning point for Europe, and particularly for France, by prompting a reassessment of long-standing patterns of security and economic dependence on the United States and spurring renewed efforts to strengthen strategic autonomy. Against this backdrop, this article traces the historical origins of European strategic autonomy as a concept that emerged in the immediate aftermath of the Second World War, with France playing a central role, and examines how it has been expanded and reconfigured through successive French defense white papers in the post–Cold War period to encompass not only military security but also economic security, technological sovereignty,, and digital sovereignty. The article further explores how the Macron administration’s notion of “open strategic autonomy” has been articulated as a Europe-wide strategic paradigm grounded in interdependence and multilateralism, and how this framework has been translated into concrete policies in the domains of military and economic security amid a complex crisis environment characterized by unilateralism under the Trump administrations, Russia’s aggression in Ukraine, and post-pandemic supply-chain disruptions, with a particular focus on the French case. The analysis elucidates the mechanisms through which France’s traditional national strategy has been institutionalized at the European level and evaluates France’s pursuit of strategic autonomy as a model of pragmatic multilateralism aimed at maintaining alliance commitments while securing independent decision-making capacity and greater resilience.
