Abstract

Russia’s invasion of Ukraine has fundamentally reshaped the security landscape of Europe, prompting the European Union (EU) to actively pursue the construction of an autonomous and integrated security system. This study examines the EU’s defense industrial expansion strategy as a multidimensional policy instrument encompassing political autonomy, economic resilience, and technological sovereignty. It analyzes the strategic responses of key member states, focusing on how France, by advocating a "war economy" model and investing heavily in domestic defense companies, seeks to lead EU strategic autonomy, while Germany balances military modernization with multilateral cooperation through its Zeitenwende (turning point) doctrine and integrated security strategy. In particular, Poland has emerged as a strategic frontline state directly exposed to Russian threats and has restructured its defense policy accordingly. The enactment of the “Homeland Defence Act,” increased defense spending, force expansion, and the acquisition of advanced weapon systems form the institutional foundation of Poland’s military buildup. Strategic defense cooperation with South Korea, including technology transfers and domestic production, highlights a new model of industrial localization and international defense partnership. Furthermore, Poland’s 2024 National Security Strategy Recommendations reflect a broadened concept of security that encompasses societal resilience, industrial policy, infrastructure protection, and digital transformation, underscoring its ambition to become a strategic hub of European defense autonomy. By analyzing the political-economic dynamics of the EU’s defense integration and Poland’s proactive adaptation based on strategic autonomy, this study seeks to provide insights into the evolving architecture of European security in an era of geopolitical uncertainty.
