Abstract
This article addresses the topic of peacetime innovation which remains underexplored in the military innovation literature. While the existing research points out mental inflexibility, organizational rigidity, and political competition and conflict as the same but greater obstacles to innovation in peacetime than in wartime, it argues that at the heart of peacetime innovation lies the variability of security situation (and the recognition of it), strategic vision, and technology. Peacetime innovation is likely to be pursued in the midst of shifts in situation, vision, and technology and how those factors affect one another and drive peacetime innovation should be investigated. Seen from this point of view, the US military innovation since 1990s is the repetition of interplay among the three factors under future uncertainty, where relatively more certain factor(s) precede(s) and other(s) follow(s). This finding has some implications for ROK military power building: first, understanding of various efforts for the US military innovation during the last three decades should be complemented with assessment of the continuity of direction; second, the variability of the three factors in the context of ROK military power building should be considered; third, ROK military power building should be discussed in terms of transformation of the military as a whole and preparing the foundation for full-scale transformation in response to the significant transition in civilization, not in terms of specific technologies or weapon systems.
