군사혁신에 대한 연구는 언제, 왜 일어나는가 하는 것보다 어떤 조건에서 성공하는가에 더 관심을 가져야 한다. 군사혁신 그 자체보다 그것이 가져오는 결과, 즉 성공여부에 따라 국가안보의 성패가 좌우되기 때문이다. 군사혁신의 대표적 학자인 포젠은 군대에 대해 변화를 원하지 않는 관료적 속성을 가진 조직으로 간주한다. 그 결과 군 내부적인 군사혁신은 어려우며 정치지도자의 개입을 통해 가능하다고 주장한다. 이때 정치지도자는 군사에 관련된 정보접근이 제한되기 때문에 군내 소수의 개혁세력들을 통해 혁신이 가능하다고 주장한다. 반면 로젠은 외국의 군사적 행동이나 정치지도자의 개입이 군사혁신에 미치는 영향이 생각보다 훨씬 적다고 본다. 오히려 군지도자의 미래전에 대한 인식변화를 통해서 군사혁신이 가능하다고 주장한다. 또 전시의 혁신이 훨씬 더 용이하지만, 시간의 제약 때문에 면밀한 검토 없이 이뤄지는 경우가 많아 평시혁신에 더 치중해야 한다고 주장한다. 본 연구에서는 군사혁신을 전투수행방식의 완전한 변화로 정의하고 군대 내적요인과 외적요인의 균형에 의해 군사혁신이 성공할 수 있다는 대안적 분석틀을 제시한다. 민주주의 국가일수록 군대는 정치의 통제를 받을 수밖에 없다. 따라서 정치지도자의 지원 속에 군지도자의 미래전 인식변화와 군내 개혁세력의 구축이 군사혁신의 성공원인으로 작용한다고 보았다. 변수간 인과관계를 확인하기 위해 미군의 공지전투와 다영역작전을 사례연구하였고, 결론적으로 대안적 분석틀에서 제시한 내적요인, 즉 군지도자의 미래전 인식변화와 군내 개혁세력 구축, 그리고 외적요인인 정치지도자의 지지가 중요한 변수로 작용했음을 확인했다.
Abstract
Research on military innovation should be more concerned with the conditions under which it succeeds than when and why it happens. This is because the success of national security depends on the outcome of its success rather than military innovation itself. Posen, a leading scholar of military innovation, regards the military as an organization with bureaucratic properties that does not want to change. As a result, he argues that military innovation within the military is difficult and possible through the intervention of political leaders. Rosen, on the other hand, sees that the impact of foreign military action or political leader's intervention on military innovation is far less than expected. Rather, he argues that military innovation is possible through a change in the military leaders' perceptions of future wars. This study defines military innovation as a complete change in the way of warfighting, and suggests an alternative framework for military innovation to succeed by balancing internal and external factors. In order to confirm the causal relationship between variables, a case study was conducted of the US military AirLand Battle and Multi-Domain Operations. In conclusion, it was confirmed that the internal factors presented in the alternative analysis framework, that is, the change of military leaders' perception of the future war, the establishment of reform forces in the military, and the support of political leaders, which are external factors, played an important role.
