미국의 제3차 상쇄전략 : 추진동향, 한반도 영향전망과 적용방안

초록

본 논문의 목적은 미국 국방부가 국방혁신의 일환으로 야심차게 추진하고 있는 ‘제3차 상쇄전략’의 추진동향을 먼저 살펴본 후 이것이 한반도에 미칠 영향을 전망하고 적용방안을 모색하는 데 있다. 제3차 상쇄전략의 성공적 추진을 위해서는 무엇보다도 조직, 과학기술, 작전개념의 유기적 동시통합이 요구된다. 다시 말해, 3차 상쇄전략을 주도할 수 있는 특화된 조직이 구비되어야 하고, 이러한 조직을 통한 국방과학기술의 첨단화가 구현되어야 한다. 마지막으로 이러한 과학기술이 전장에서 그 효율성을 최대한 발휘할 수 있도록 맞춤형 작전개념이 마련되어야 한다. 향후 3차 상쇄전략은 추진사항 중 일부 조정이 있을 수는 있겠지만 큰 틀에서는 조직, 기술, 작전개념이 상호간 유기적인 동시통합을 달성하고자 하는 방향성을 유지한 가운데 당분간 지속될 것으로 전망된다. 특히, 한국의 안보가 한미군사동맹에 기반을 두고 있음을 감안할 때, 이와 같은 미국의 최근 국방혁신 동향을 제대로 이해하고 우리에게 미칠 영향을 전망함과 동시에 한국적 적용방안을 고찰하는 것은 매우 중요하다.

Abstract

The purpose of this article is to first analyze the trends of the third offset strategy led by the U.S. Department of Defense as a defense innovation; therefore, it anticipates the offset strategy‘s potential impacts on the Korean Peninsula and seeks its application methods on the ROK. For the success of the third offset strategy, organic synchronization of organizations, technologies, operating concepts are required. In other words, specialized organizations pushing ahead with the offset strategy should be well equipped, the high-tech technologies should be successfully applied to the defense area, and lastly, tailored operating concepts should be developed in order to maximize the effectiveness of such high-tech technologies in the battlefield. This article argues that the third offset strategy might be changed in a specific area in the upcoming years, but would be continued in a larger framework while maintaining the direction of achieving to organically synchronize organizations, technologies, and operating concepts related to it. In particular, given the ROK's security is based on the ROK-U.S. military alliance, it is very important for us to fully understand such latest defense innovation of the United States and prepare for it.
