국방개혁은 오랜 역사가 있다. 개혁에 관한 법률이 제정된 2006년을 기준으로 하더라도 13년이나 된다. 개혁의 핵심은 조직 내외의 변화에 최적화된 형태로 끊임없이 적응하며 발전하는 데 있다. 제한된 여건 내에서도 군의 구조와 운영체계를 제대로 ‘정렬(alignment)’해야 하는 것이다. 오랫동안 국방개혁을 추진해 왔음에도 우리 군의 모습은 여전히 구시대적 군 구조와 운영의 한계를 안고 있다. 본 논문은 냉전 이후 미국의 국방개혁 사례에 대한 분석을 토대로 국방개혁의 바람직한 추진전략을 탐색하는 데 있다. 국방개혁에 대한 인식과 관점의 정립, 점진적 개선에서 혁신적 변화로의 추진전략 전환, 지엽적이 아닌 포괄적 연관성의 강조, 민간 싱크탱크 육성 및 활용의 관점과 전략이 필요하다.
Abstract
South Korea’s national defense reform has a long history, which dates back to 2006 when we witnessed the legislation of the reform in the national assembly. The core of the reform is continuously adapting to changes inside and outside the organization. Under the restraints of the conditions, we have to execute ‘alignment’ of the military’s structure and operating system in the right direction. Albeit the long history of the reform, we still retain, most of all, the outdated military structure and limitations in the operating system. This paper aims to seek for an implementation strategy to conduct the reform of the national defense based upon the analysis of the United States’ relevant cases especially after the end of the Cold War. Simply put, we need an establishment of awareness and standpoints toward the national defense reform, a comprehensive approach from the viewpoint of organizational reform, an implementation strategy change from gradual improvement to revolutionary change, and an altered implementation strategy for the development of human resources and the exercise of collective intelligence.
